I just installed brake controller plugged to center panel but not getting power has never had brake controller. I do have 7 pin plug on bumper that has been used to pull trailer with no electric brakes

When installing a trailer brake controller in a 2006 GMC Sierra that has a factory 7-way you will both plug in the controller at the under-dash port using the brand-specific wiring adapter AND make some connections under the hood at the power distribution box. For instance, to install the Prodigy P3 # 90195 you would use wiring adapter # 3015-P.

One of the two wiring connections to be made provides power to the trailer brake controller; the other provides for 12V auxiliary trailer power at the 7-way. Fuses may also be necessary if not already present. The article explains all required steps.
