Your Honda Ruckus has a wet weight of 194 lbs., so you can use it with many cargo carrier options like the 24x60 Curt Cargo Carrier for 2" Hitches - Steel - 500 lbs # C18152. You will just need to make sure that your towing vehicle and hitch receiver rated tongue weights are able to support the weight of the scooter along with the 64 lb carrier.
