Your Honda Ruckus has a wet weight of 194 lbs., so you can use it with many cargo carrier options like the 24x60 Curt Cargo Carrier for 2" Hitches - Steel - 500 lbs # C18152. You will just need to make sure that your towing vehicle and hitch receiver rated tongue weights are able to support the weight of the scooter along with the 64 lb carrier.
If this is all you will be using the carrier for, you may be interested in the etrailer Motorcycle Carrier for 2" Hitches - 500 lbs # e98873 which is designed for this and has a ramp.
I also recommend using tie-downs like the Erickson Ratchet Tie-Down Straps w/ Web Clamps and S-Hooks - 1-1/4" x 12' - 667 lbs - Qty 2 # EM31353 along with Motorcycle Soft Loops # 06303.
