Can I use this D-ring to mount the safety chains on the tongue of my small utility trailer? Maximum load will be between 750 to 1000 pounds including the weight of the trailer. Attached is a picture of trailer the tongue is 3/16 wall 2inch box tubing... Thanks

The D-Ring part # LRB1 that you referenced has more than enough capacity to be used for safety chain mount on your small utility trailer.
A chain like the part # 2118-605-04 would work great as well.
