As a first step, I would recommend doing a standard bench test. Use a circuit tester like part # PTW2992 and test the wiring exiting the rear of the controller. The blue wire should show current both when the override switch is activated and when the brake pedal is pressed. The red wire should show current only when the brake pedal is pressed.

When you let off the brake, you should not see any residual voltage on that blue wire. If you do, it could indicate a wiring problem between the controller and the trailer brakes. You can confirm this by temporarily severing the blue wire as it exits the controller (be sure to leave room on the wire so you can splice it back together). If cutting the wire solves the problem, you have confirmed that there is a wiring problem either in the trailer connector on the vehicle or in the wiring on the trailer.

Closely examine the 7-way connector on the vehicle and the plug on the trailer. Both should be free of damage or corrosion. If you see green or white corrosion on the pins or sockets of the connectors, there is a chance that the corrosion has spread to the interior of the connector and is interrupting the signal from getting through. Check the brake magnet connections, make sure each magnet is securely grounded to the trailer frame. Check the brake magnets for excessive wear. You will need to pull the hub and look at the face of the brake magnet that rides against the interior armature surface of the brake drum. If the face of the magnet is worn away so that you can see any of the copper wiring, then the magnet needs to be replaced.
