Your leveling system is not supposed to lift the wheels off the ground; this could exceed the capacity of your leveling system and cause damage and I do not recommend doing so. If you can make any adjustments to the legs then you will want to go ahead and do that, or depending on the model you may be able to reset the zero point.
Feel free to let me know which system you have and I will track down the instructions for this process. If you happen to have the Lippert Ground Control 3.0 Electric 5th Wheel RV Leveling System w Touchpad and Remote - 4-Point Set # LC358590 which you were looking at, then check out the attached photo which shows the instructions for resetting the zero point.
In regard to the jack pads, you can go with something like SnapPad XTRA Jack Pads # SP54FR4 if you have 9" circular jack feet. This will help plant the jack on the ground with more surface area and it may add an inch or two to your jack, however this is not made to add more lift to your system and I don't think the pads will solve your issue.
