You would not be able to mount a winch to a wood bed if you are going to put any kind of load on it. You would need to get the winch mounted to the steel frame somehow. To do this you can use U bolts to attach through the wood bed to the trailer frame, if there is steel frame below the bed. Otherwise, you will want to fabricate a mounting location for your trailer.
Since you were looking at the Bulldog Trailer Hitch Winch Plate, part # BDW20011, you could purchase a Hitch Receiver tube and have it welded to the trailer frame like part # E-9. With a piece like this welded to the frame, you could use the Winch Plate mount to attach your winch. This option would also allow you to easily remove the winch and keep it out of the weather when not in use. A winch wiring kit with quick disconnects like # SW1520 would work well.
I have included a link to all our winch mounts and another with some receiver fabrication pieces.
