It sounds like you are looking for a rooftop cargo bag which can be mounted on a naked roof without a rack. If that is the case then I recommend the Rightline Gear Sport 2 Rooftop Cargo Bag part # RL100S20. The CargoSmart Rooftop Cargo Bag part # CS64FR however requires a roof rack to be installed.
