From what I was able to determine from my research, there are 3 generations of the Kia Soul; one that was manufactured from 2008-2014, another started late in 2013 and went until 2019 and the current generation that began manufacture in 2019. Normally hitches for a vehicle are compatible only within their generation, so a hitch that was manufactured to fit the 2011 Kia Soul like the Draw-Tite # 24839 will not fit on a 2018 Kia Soul.
Instead, you'll want to use something similar to the Draw-Tite # 24915, which is a confirmed fit on your 2018 Kia Soul and will easily install into the existing holes on your vehicle's frame. This hitch will provide you with a 1-1/4" receiver on your Soul that will allow you to carry a hitch mounted bike rack or can be used for light towing applications.
If you're also looking for a bike rack that will fit on a 1-1/4" receiver, have a look at the Hollywood Racks Trail Rider # HR200Z. This is a platform style rack that will allow you to more easily load your bikes compared to a hanging rack and I really like that it comes with both a hitch lock and bike locks for an added layer of security.
