When using tire chains like the # PW2029C you're going to be best served using the 2 chains you have on your front tires in order to help with steering control. You do not need to put chains on all 4 tires if you don't have them, but this is typically the best solution for AWD vehicles.

With that being said, I recommend checking your owner's manual of your 2019 Ford Fusion AWD for the guidelines for tire chains, since some vehicles are not rated for use with chains because of wheel well clearance issues (among other things). The good news is that the Glacier Cable Snow Tire chains you were looking at are Class S compatible for vehicles that have minimal clearance in the wheel wells. I've also listed all of the tire sizes below that these chains will fit on so that you can confirm whether or not they will fit on your 2019 Fusion.
