where is the center instrument panel fuse block and how do you get into it?

The center instrument panel fuse block of your 2005 GMC Sierra is a junction box located under the dash on the driver side just to the left of where your left foot would be. It's behind a black plastic cover. If you check out the very beginning of the install video link I attached you can see how it is accessed.
