For pretty much any bike rack ranging from a trailer hitch mount rack like # C18085 to a trunk mount like the Thule Passage 3, # TH911XT, you can use a cable lock to secure the bikes to the rack. The 10 Foot Long Cable Lock, # e98891, would be a good choice because it is not bike rack specific. All you have to do is wind the cable through the bikes and around the rack and you can secure both to the safety chain loop on the hitch or a tow hook underneath the vehicle.
The cable is coated in plastic so it will not scratch the bikes, rack, or vehicle. But the inside is made of steel strands so it would be difficult for a thief to cut and remove the cable.
