Do the Wheel Covers Measure Around the Wheel or Tire for Diameter Measurement

Looking to purchase wheel covers for my RV. When you list the sizes, is that the dimensions of the tire diameter or rim size.

The diameter of the tire and wheel covers that we have listed on our site take into account the diameter of the tire.
For example, the Adco Ultra Tyre Gard RV Wheel Covers # 290-3953 fit around tires that are 27" - 29" in diameter. I have attached a picture for demonstration.
These covers come in white with a 3-year warranty. They are made of a heavy-duty vinyl construction which is water and UV repellent to help extend the life of your tires.
