The Stromberg Carlson Bike Rack Adapter # CC-125 referenced in your question does not itself have a weight capacity. You will simply need to follow the weight capacity on the Stromberg Carlson Cargo Carrier # CC-100 that the adapter is used on, which is 500 pounds, or the tongue weight capacity of your vehicle's trailer hitch - whichever limit is lower.
This is a really nice product that will convert your cargo carrier to a platform-style bike rack, capable of securing up to two bikes. The installation hardware is included along with 2 nylon tie-down straps to secure the bikes to the platform.
