The item you selected, Pro Series Hitch Cargo Carrier, part # PS10401-10402, has a black powder coat paint finish to withstand the elements and help prevent rust.
The weight capacity of the Pro Series Hitch Cargo Carrier is 400 pounds, but you will want to make sure to stay within the tongue weight capacity of your hitch and vehicle. Part # PS10401-10402 weighs 120 pounds, which will also be considered tongue weight, in addition the weight of your snow blower or other cargo you carry.
One thing I would recommend would be to rinse the carrier off when carrying items in the winter to get all the road salt off.
To prevent movement or wobbling of the cargo carrier, I would recommend using Anti-Rattle Device and Lock, part # SR25219. I would also recommend using tie down straps like part # ETBMB-05852, to keep your snow blower secured to the cargo carrier.
I think the Pro Series Hitch Cargo Carrier would be a good choice for hauling your Arien Snow Blower or other small equipment items such as a lawn mower. If I were looking for a cargo carrier, I would consider this cargo carrier as the base of the carrier allows for dirt and water to fall through. I think this would be beneficial when hauling a snow blower to not allow ice and snow to accumulate.
I have linked a video review of the Pro Series Hitch Cargo Carrier, part # PS10401-10402, and the tie down straps.
