How to Measure Hitch Bike Rack Sizes to Determine Which Hitch is Needed

this may sound dumb-but how do you measure the size of the rack? 1 1/4 - 2in

The 1-1/4 and 2 inch sizes you see refer to the hitch receiver opening. If you have the rack, measure the shank at the bottom of the rack. If it measures 2 X 2 inches, then you will need a Class III or higher 2 inch receiver.
If it measures 1-1/4 X 1-1/4 inches, you will need to determine whether or not it will fit a Class I or Class II hitch. There are stops welded inside Class I hitches to prevent use of Class II accessories that can overload a Class I hitch.
